Richard LaManna III wants to be a sheriff in the worst way—that’s why he’s this week’s Rogue .

Last fall, LaManna—whose family made a fortune in the marina business—explored running for sheriff in Washington County. That made sense because LaManna, 48, had worked from 2000 until 2006 as a deputy in the Washington County Sheriff’s Office.

But in October, LaManna, whose residence was then an $805,000 house in Washington County, decided to run instead for Clackamas County sheriff.

To meet Clackamas County residence requirements, a candidate must establish residence a year before the Nov. 3 Election Day. So, on Oct. 26, 2007, LaManna rented a room in Milwaukie as that residence. LaManna’s move was opportunistic but not unheard of in the history of carpetbagging politicians.

But the friend renting LaManna a room, Joshua Henningsen, is also LaManna’s campaign manager and treasurer. LaManna says he looked for a home in Clackamas but was reluctant to commit in a shaky market. He insists he now lives in Henningsen’s basement.

So LaManna was set to run against incumbent Clackamas County Sheriff Craig Roberts. According to state election law, if there are going to be only two candidates, the election would be held in November.

If more than two candidates file, there would be a May primary. And on the March 11 filing deadline, Henningsen—LaManna’s landlord and aide—also filed to run. In that filing, he indicated he wouldn’t spend more than $300. LaManna acknowledges the filing looks unusual but says the two men’s goal was simply to let voters weigh in on a controversial new jail proposal before November.

Steve Thoroughman, who heads the county deputies’ union PAC, which supports the incumbent, says Henningsen’s candidacy is bogus. “They are trying to bend the rules to suit their own ends,” Thoroughman says. And that’s Roguish.

Just what we need in Clackamas County. I am impressed with his intergrity. I think his political career will come to a screeching halt on May 20. A carpetbagger with 4 years of law enforcement experience must have a lot of money and/or a huge ego, but short supply of brains.

If we tried doing that we'd get slapped by the County or the State Elections Department hard. Would want to run for county sheriff? What are the perks other than power? Really, can someone let me know?

Rick Lamanna does not know anything about police management and will not admit it. Everyone can smell creepy "wannabe" and May should be a good time to put an end to this silly enterprise.

In mid Jan 08 Lamanna was scheduled to speak at the Washington County Police Officers Association monthly meeting to ask for their endorsement and financial backing for his run for Sheriff in Washington County. He cancelled days before the event, but on the night of the gathering messaged them he was indeed running for Sheriff. In Clackamas County! Clackamas County voters aren't saps or suckers; they'll justly give the boot to Tricky Rick and his lapdog Henningson.

I've always believed that these residency requirements should require the person renting such a space to actually LIVE in said space not just pay the money for a vacant space.

I wonder what makes Mr. LaManna think his brief stint in an administrative job at Washington County qualifies him to be Sheriff?

I think his ego is bigger than his wallet. If the citizens of Clackamas County vote him in as Sheriff... wow.

I sincerely hope that the citizens of Clackamas County look carefully at the claims LaManna makes. Everything he has said so far was at best a half truth. He wanted to be Washington Co Sheriff but the association refused to back him. He didn’t make it in Portland. LaManna is not interested in the people – he is only interested in being Sheriff someplace.

Its really too bad for the citizens of Clackmas County that they don't have any viable candidates for Sheriff. Mr. Lamanna may be a liar, but don't think Sheriff Roberts hasn't done his share of shady things too.

Rick Lamanna worked for Washington County Sheriff's Office during the 1980's as well. He's had quite a few years in law enforcement. In spite of his youth, he was known for his integrity and in spite of his family's money, he went to work in law enforcement instead of resting on his backside. Give the man a break, he deserves it and Clackamas County could do alot worse and has.

Give it a rest. Get on with your silly little reindeer games elsewhere and let our sheriff focus on our county. He has real work to do. Sheriff Roberts turned the sheriff's office around and you guys can't even keep your arguments straight. Your claims on your website have changed over and over and I have kept the printouts from day one to prove it. You have shown you will stop at nothing to get elected. Your false claims, false allegations, false postings on Willamette Week and lakeoswegoreview.com are pitiful. Let me guess you are going to run for Multnomah County sheriff next? You might get a little more consideration there but even the citizens of Multnomah County will see how sleazy you are.

I remember working with Rick at the WCSO in the 80s. He was incredibly dedicated and energetic.

With the additional experience he shows in both police management and business management, I would be hard pressed to imagine a more qualified candidate.

When I add to that his endorsements by former Sheriff Jim Spinden, who I hold in very high regard, and Chief Paul Rubenstein, it's a pretty clear choice for me.

I guess the cat is out of the bag. There are deffinately big opportunities and perks to being sheriff of one of our nations most corrupt counties with an ever increasing tax base. Perfect job for a preditory, opportunistic, slimey, wannabe like LaMama. Gee & I though Craig Roberts was a slime ball. Rick has him beat all to hell. Might be curious to see what goes on in that little basement apartment.

It's okay to be alarmed at a candidate whose address change seems to honor the letter of the law but not the spirit. However, this article fails to mention that LaManna was born and raised in Clackamas County. I wonder if critics get half as indignant over most of the Oregon sheriffs who misread ORS 181.850 to avoid cracking down on criminal illegal aliens or who are just union sycophants.

At least LaManna has a unique idea to build an economical tent city for criminals instead of the hugely expensive new jail that Craig Roberts sprang on us without our approval.

As always, it's easier to sling mud than to look at candidates by their merit. Critics want to call LaManna ignorant, but ignorance on fire can get more done than knowledge on ice.

I have read the articles about this guy Rick Lamana. It saddens me to see his vicious lies. He speaks of integrity, back lacks it himself. His ideas sound sound, however they are not practical and can't be done..Just look at what the legistlature says. So the question is, is he really wanting to make a difference or is it just some ploy to get a job. To me it sounds like he is a fake and a farse.

The other thing he tries to make the current Clackamas County command staff and their employees out to be a bunch of gun toting ego maniacs. Every representative of that office has been nothing but profesional and caring.I happen to know people who work there and they say it's the best administration they have ever worked for. The few examples he tries to list of "bad Ddeputies" are ridiculous. If you look at any profession, unfortunately there are a few that fail and fall through the cracks. I don't know of any law enforcement agency inthe nation that hasn't had at least one or two bad apples. Besides. The people who have gotten in trouble were not even hired while Sheriff Roberts was the Sheriff, so how can you fault him. You can't! It's like blaming the President of the United States for allowing terrorist to fly jets into the World Trade Centers in New York. You just can't do it. So don't listen to some guys lies just to make himself look better. That just tells you the kind of guy he really is..

I have talked to the employees and they say they are currently going through the hoops to become accredited and their management has come along way in time and money management.

So it's basically like this. Mr. Lamana can try to lower himself by speaking of lies about a place he has ABSOLUTELY NO KNOWLEDGE OF or he can lead an honest campaign and show his true colors.

A guy who lives in one county and rents a $200.00 a year sleezy apartment just so he can run for Sheriff obviously is a man of lacking integrity and should be judged for his inconsistencies and trecherous lies!

So why'd LaManna only work 53 days for Portland before he go the boot? Why was he a "Special Deputy" for Washington County rather than a regular Deputy? Usually "Special Deputy" credentials are handed out by Sheriffs to influential constituents - usually Special Deputies aren't even certified.

Let's have LaManna publish his DPSST number and let's look at his training records?

If the guy has this much trouble overstating his qualifications now, what will happen when he's in office? Will he become any more truthful? I'm sure he's a great boat salesman, but I'm not buying a boat.

It's very scary to think that a scumbag with allot of money could get so much traction to try to become a Sheriff. You have to wonder what his motivation is. Why is his campaign manager, also his landlord, and also runnnig for Sheriff to force a May Primary. That guy was given a "quit or be fired" ultimatum from Washington County; not what job does "Slick" Rick have in store for him. Why the secret meetings to run for Sheriff in Washington County and the switch; do too many people know the truth about him where he lives; in Washington County. Why did he vote in Washington County after he started "livign" in a basement for 200$ a year, and not in his 3/4 million dollar home in Washington County. How come he just got an Oregon Driver's License in December 2007? Those that are thinking about voting for Slick, ask youself if you realy want to put a crook as the Chief Law Enforcement Officer of your county.
