East Portland's most notorious road is finally getting sidewalks.State lawmakers are preparing to spend $17 million on building sidewalks, crosswalks and lane widening on 14 blocks of Southeast Powell Boulevard.Politicians have promised such improvements on outer Powell for more than three decades.
